What is VA Community Care?
Veterans may be eligible for care through a provider in their local community, depending on their health care needs or circumstances, and if they meet specific eligibility criteria. Even if a Veteran is eligible for community care, they generally still have the option to receive care from a VA medical facility.
Last June, a landmark legislation known as the VA MISSION Act of 2018 made dramatic improvements in how Veterans can receive some aspects of health care. In most cases, Veterans must receive approval from VA before receiving care from a community provider to avoid being billed for the care. VA staff members generally make all eligibility determinations for community care.

What is PTSD?
Post-traumatic stress disorder PTSD is a mental health condition triggered by the trauma of experiencing or witnessing a terrifying event. PTSD symptoms can include flashbacks, nightmares and severe anxiety or intrusive thoughts about the event.
Those who experience PTSD can have upsetting memories, feelings of being on edge, or have trouble sleeping. Avoidance is common. People, things, places or events that remind the individual of their trauma are avoided – even things that previously were enjoyed.
Veteran PTSD Dual Diagnosis Rehab
PTSD symptoms can include flashbacks, nightmares and severe anxiety or intrusive thoughts about the event.
Emotional and psychological trauma occurs when extraordinarily stressful events shatter an individual’s sense of security. As a result, there is a feeling of being temporarily helpless in a dangerous world.
Most people who experience traumatic events have temporary difficulty adjusting and coping. If trauma symptoms get worse – or last more than 3 months and interfere with day-to-day functioning – you may have PTSD.
Among veterans from all eras, symptoms of PTSD have been strongly associated with hazardous drinking and/or substance abuse. Alcohol or drug abuse decreases overall health – and increases the difficulties in readjusting to civilian life. A dual diagnosis of co-occurring PTSD and alcohol or drug abuse is more serious than PTSD alone.
The good news: evidence based integrated dual diagnosis treatment is effective.

Symptoms of PTSD
Post-traumatic stress disorder symptoms may start within one month of a traumatic event. But sometimes symptoms may not appear until years after the event. These symptoms can cause significant problems in social or work situations and in relationships. PTSD symptoms can interfere with the ability to go about normal daily tasks.
Symptoms can vary over time. PTSD symptoms also vary from person to person.
PTSD Symptoms are Grouped into Four Types:
• Intrusive memories.
• Avoidance.
• Negative changes in thinking and mood.
• Hypervigilance and/or changes in physical and emotional reactions.
Veteran PTSD Dual Diagnosis Treatment
From PTSD and Substance Abuse in Veterans
Studies show PTSD and substance use problems are strongly related in people who served in the military; and in civilians. Some people try to cope with PTSD symptoms by drinking heavily, using drugs, or smoking too much.
The Good News: Treatment Works.
Evidence-based integrated treatment targets both the PTSD and alcohol or substance abuse at the same time.

How Common Is Veteran Dual Diagnosis?
- More than 2 of 10 Veterans with PTSD also have SUD (substance use disorder).
- Almost 1 out of every 3 Veterans seeking treatment for SUD also has PTSD.
- The number of Veterans who smoke (nicotine) is almost double for those with PTSD (about 6 of 10) versus those without a PTSD diagnosis (3 of 10).
- In the wars in Iraq and Afghanistan, about 1 in 10 returning Veterans seen in VA have a problem with alcohol or other drugs.
- War Veterans with PTSD and alcohol problems tend to binge drink. Binge drinking is when a person drinks a lot of alcohol (4-5 drinks or more) in a short period of time (1-2 hours).
One study of military personnel found that close to 30% of completed suicides were preceded by alcohol or drug use. And an estimated 20% of high-risk behavior deaths were attributed to alcohol or drug overdose.
Substance Use Disorders in Military Veterans: Prevalence and Treatment Challenges
Veterans with PTSD Varies by Service Era
The number of veterans with PTSD varies by service era:
• Operations Iraqi Freedom (OIF) and Enduring Freedom (OEF): About 11-20% who served in OIF or OEF have PTSD in a given year.
• Gulf War (Desert Storm): About or 12% have PTSD in a given year.
• Vietnam War: About 15% of veterans were diagnosed with PTSD at the time of the most recent study in the late 1980s (the National Vietnam Veterans Readjustment Study NVVRS). It is estimated that about 30% of Vietnam Veterans have had PTSD in their lifetime.
• Other factors in a combat situation can add more stress to an already stressful situation. This may contribute to PTSD and other mental health problems.
• These factors include what you do in the war, the politics around the war, where the war is fought, and the type of enemy.
